Do you eat more than you burn (i.e., are you in a calorie surplus)?
Do you train your leg muscles with less intensity but twice a week?
Do you eat 2 grams of protein per 1 kg body weight?
Do you train focusing on proper technique and form?
Are you taking the right amount of rest?

Sometimes people train for weeks and months and just don’t see any improvements in mass gains of their legs. Remember that you are not alone! Legs are the biggest muscle group, so it’s not uncommon that they are the hardest body part to gain size. Partly, it comes down to genetics; some people are naturally gifted with huge legs, others find it extremely hard to add size to their legs.
