To get the chiller running, a power connection has to be set up which is

The damaged wire might be the reason for the chiller to not power up as it might have a broken connection.

The power surge might have led to a tripped power switch. Go check your main board and flip any switch that is flipped.

The power socket's connection to the main supply may have been damaged or loose. Without that connection, no power will reach the chiller so fix it or get it fixed.

The air filter, if clogged will block the air intake which is used to control the temperature inside by blowing cold air. Get the air filter cleaned or replaced if it is in a really bad condition.

Chiller's require a coolant to be present in the tank to work properly and if the level of the coolant is low or non-existent, the chiller will not work. The leak will allow the coolant to get out of the tank and the chiller will basically be running on fumes which will hinder the performance of the chiller. Get the tank fixed or replaced.

If the ambient temperature is too high, the chiller might not work at full capacity as it can overload as well. So make sure to place the refrigerator in a good position.

The issue might be with the coolant pipes as they might have been blocked or the coolant filter might be clogged. The problem could also be due to a broken fluid pump. Therefore, it is better to get it checked by a technician.
